something to see and something to hear tonight. and 20 states now from the lone star state all the way up to michigan with storm watches and warnings this evening. so, we begin here with abc meteorologist ginger zee in kansas, where there's a state of emergency tonight. ginger? >> reporter: david, for this part of the country, it is weather deja vu. look at these huge piles of snow, still leftover from just a few days ago. record snows back then, and now, here it is, happening again. all the way from here back to texas. it's a textbook blizzard, smothering texas, oklahoma, kansas and missouri tonight. look at this time lapse video. overnight, amarillo disappearing in snow. >> see what it's like so far. here we go. >> reporter: amarillo had more than a foot and a half of snow, blown by gusts of up to 77 miles per hour. huge three to five-foot drifts covering roads and highways. schools and businesses were shut down.

texas has called in the national guard to rescue people stranded on the roads. in neighboring oklahoma, families trapped in their cars. like bill thompson, his wife, daughter and two granddaughters, stranded on highway 83. they called for help. >> i don't know how many days or hours we're going to be here. because they can't get to us. >> reporter: they were trapped for three and a half anxious hours. if you find yourself stuck in a car in a blizzard, remember, keep your seat belt on. other drivers might slide into you if you're stuck. crack the back window slightly. oftentimes the tail pipe gets covered by snow, which can cause deadly carbon monoxide fumes to get in the vehicle. run the engine for 10 to 15 minutes every hour. back in kansas, which has barely recovered from last week's epic snow, is now getting it again. >> we've had a nice winter so far. and now, boy, in the last two weeks here it's like, geez. >> reporter: tonight, the storm brings up to a foot just south of kansas city. then, six inches or more around chicago by wednesday.

so, let's talk timing of the storm. it will happen here tonight, from wichita to kansas city, or just south, some of the heaviest snows into early tuesday. then, the storm moves to the north and east through illinois, parts of chicago getting really hit by wednesday. the east coast, from all of this, going to get mostly rain. david? >> meteorologist ginger zee in the middle of it all tonight. ginger, our thanks to you. and now, to the other storm brewing tonight, the one in rome, where scandal threatens to overshadow the election of the new pope. tonight, just as pope benedict has moved up the date of the vote, britain's cardinal, keith o'brien, stepping down, after reports that he behaved inappropriately. and now come questions about an american cardinal. abc's david wright at the vatican again tonight. >> reporter: today, britain's cardinal keith o'brien said he will not attend the conclave, because his presence would be a distraction. this weekend, a british newspaper reported that four scottish priests claim o'brien made unwanted sexual advances on them in the 1980s, allegations o'brien denies.

it's the latest of several scandals to threaten the dignity of this ancient process. other voting cardinals are known to have covered up for pedophile priests. l.a.'s roger mahony for one. today, president obama's former ambassador to the holy see suggested mahony consider bowing out, too. >> he has to decide for himself in terms of what is in the best interest of the church. >> reporter: and then, there's the italian papers full of reports of a dossier prepared "for the pope's eyes only," supposedly detailing a sex and blackmail scandal in the vatican. this is beginning to sound like a dan brown novel. >> well, the catholic church doesn't do dull. >> reporter: turns out a dossier does exist, the findings of an internal investigation into last year's vati-leaks scandal. but only the pope knows what's in it. today, benedict met privately with the three elderly investigators. the italian press calls them "the 007 cardinals."

>> the cardinals who did the investigation into corruption inside the vatican are known to know everything. and so, if they say, hey, i don't think this candidate is the best idea at this point, that will be taken very seriously. >> reporter: today, the pope issued new rules that could fast track this election, but ultimately, the timing will be up to the cardinals, david. >> abc's david wright in rome again tonight for us. david, thank you. this evening, a new twist in the case of oscar pistorius, the olympian facing a murder charge in south africa. tonight, we are seeing the last video of his girlfriend alive, hours after this video was taken, she was shot dead. we are also hearing tonight from her parents for the first time. abc's amy robach is in johannesburg tonight. >> reporter: escaping the spotlight, oscar pistorius apparently managed to report to authorities today without a single camera present. but it was this footage from a security camera at his residential compound that captured a radiant reena steenkamp's final moments. the video was aired on south

africa's mnet "carte blanche show." where reena steenkamp's parents also reacted to their daughter's violent death for the first time since she was shot by pistorius four times through a locked bathroom door. the news was devastating. >> he was with the police and he said, i'm sorry to have to tell you, but i don't want you to go out and read it in the paper, but she's dead. >> reporter: as for the pistorius family, a dark coincidence. oscar's brother carl is now also facing culpable homicide charges for taking a woman's life, killed in a 2008 traffic accident. the charges were initially dropped but reinstated this month. the pistorius family is now in the position of defending both of their sons, saying carl is innocent of all charges and they are confident he will be cleared. eerily similar to what they've publicly said about oscar. >> amy robach in south africa tonight. amy, thank you. back here at home, to the economy now and it was a dark day for the dow, dropping 216 points at the close. it is the worst day since november. the reason? worries over political instability in italy after their

presidential election. we are also learning more tonight about that terrifying crash at the daytona 500. debris flying into the stands and injuring more than two dozen fans. drivers now speaking out about safety for the crowds. and for the first time here, we are listening to a 911 call from a fan. abc's matt gutman in florida again tonight. >> and a terrible crash! >> reporter: tonight, you hear the desperate 911 calls -- >> there's been a crash. and these people are really serious. we need help. big time quick. >> reporter: kyle larson's car catapulted into the metal catch fence on saturday, then disintegrating. an engine block spearing through the fence, a tire lobbed over it, into the seating. that harrowing scene spurring soul-searching among drivers. >> we've known since racing was started this is a dangerous sport. you know, we assume that risk and it's hard when the fans get caught up in it. >> reporter: the daytona catch fence made of steel was 14 feet high.

>> oh, my gosh. >> reporter: until this 2009 crash. it was then raised from 14 feet to 22 feet. still, in saturday's cash, parts of the car broke through it. they've had to replace a 1,200 square foot patch of the fence. the question tonight, is the fence high enough and strong enough to protect fans? now, nascar and the track here tell me they're investigating the crash to determine if they can make fans even safer. david? >> matt gutman tonight from florida. matt, our thanks to you. we're going to turn now to the major health headline here tonight, and it involves a very popular diet, the mediterranean diet, full of olive oil, nuts, even wine. and what we've learned tonight is that in the middle of a new study, researchers were so astounded by what they found, they halted the study, made it public and jumped on the diet themselves. it looked at people at very high risk for heart disease and it showed that it reduced that risk by nearly a third. this was stunning and so let's bring in abc's chief medical editor dr. richard besser tonight. rich, you've done many studies yourself. how common is it that you would stop before it's even done? >> reporter: i mean, this is

really unusual. but so are the results. they found reduction of 30%. if you think about statins, which so many people take for heart disease, that only reduces your risk by 25%. >> so, this diet even better than the statins. for people at home tonight, the bottom line, remind them what the diet includes. >> reporter: it's rich in fresh fruit and vegetables, whole grains, healthy proteins like fish and chicken and beans. and then you want oils that are healthy type of oils. >> you talk about healthy oils, we all think of olive oil. but we didn't know how much of it we should be consuming. >> reporter: yeah, in this study, each day, people were to consume four tablespoons of olive oil. that's a lot of oil. >> four tablespoons. how much in a month? >> reporter: two liters per month. >> two liters, a lot of oil, but you say it's healthy. and the nuts right here, always worried about gaining weight, but you say this is healthy fat. >> reporter: yeah, i mean, the fat in nuts will actually fill you up, so you will eat less in any given meal. this is what you're supposed to have every day. that's a one-month supply of nuts. >> all right, rich besser tonight, rich, our thanks to you. and as you know, one of the most outspoken surgeon generals in history has died.

c. everett koop, a straight-talking doctor, who warned of the dangers of smoking and the realities of the aids virus during the '80s. koop said he wanted to end smoking in america by the year 2000. he made great strides. he was 96. we turn now to an abc news investigation into a destination for american tourists -- the philippines. what are some tourists looking for? abc's alex marquardt was there, as cameras rolled and a big bust went down. >> reporter: we traveled to the picturesque subic bay in the western philippines, a hotspot for sex tourism. the american ambassador recently estimated that 40% of american men here come for sex. to investigate the reports of rampant underage prostitution, producer alex waterfield and i go undercover with hidden cameras. we'd been told about this man, arthur benjamin, a 49-year-old texan who has lived here for 25 years. he's suspected of pimping out underage girls from his bar.

over coffee, he tells us how he met his 16-year-old girlfriend. >> needed somebody to take care of her. come here. you know what i want. >> reporter: and how, with the help of his bar manager, lucy, underage girls have worked in his bar. one of them is 16-year-old princess, who has given us permission to show her face. little did benjamin know, filipino and american authorities were planning a raid on his bar. >> see the sign, that's it. that's it. stop. get out. go! >> reporter: benjamin is stunned. that's when we reveal ourselves to him. we're with abc news. you told us that you have had underage sex with multiple girls and that underage girls have worked in this bar. >> i have never had underage girls here and i do not have sex with underage girls. >> reporter: then, we tell him we have it on hidden camera. does that change anything that you told me? >> nope, not at all. >> reporter: benjamin was arrested. tonight, he is in jail awaiting charges. activists say the authorities
